Dear Potential Candidates,
Thank you for your desire to serve the citizens of the City of Atlanta.
The Atlanta City Council and the Atlanta Board of Education elections will be held on November 4, 2025.
City Council Members in Districts 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, Posts 1, 2 and 3-At Large, the Council President and the Mayor will be running for re-election.
Atlanta Public School Board Members in Districts 2, 4, 6, and Seat 8 At-Large will also be running for re-election.
Pursuant to Section 2-102 of the City of Atlanta Code Of Ordinances, to qualify for election as a councilmember, a person: (1) Must be at least 18 years of age; (2) Must be a resident of the city and of the council district from which he or she seeks to qualify for at least one year immediately preceding the date of his or her filing of notice of candidacy to seek office; (3) Must be a qualified elector of the city; and (4) Must not be an employee of the city. To hold office as a councilmember, a person: (1) Must continue to possess the qualifications prescribed in subsection (a) of this section; (2) Must, if elected from one council district or residency post, continue to reside in the same council district or post from which elected; and (3) Must not hold any other elective public office.
Pursuant to Section 2-102 of the Charter of the Atlanta Independent School System to qualify for election as a Board member, a person must: (1) Be at least 18 years of age; (2) Be a resident of the city and, if seeking to represent a Board district, be a resident of the Board district for which he or she seeks to qualify and represent for at least one year immediately preceding the date of filing a notice of candidacy to seek office; (3) Be a qualified elector of the city; and (4) Not be an employee of the State Department of Education or a member of the State Board of Education. To hold office as a Board member, a person must: (1) Continue to possess the qualifications prescribed in subsection (a) of this section; (2) Continue to reside in the Board district from which elected; (3) Not hold any other elective public office; (4) Not be an employee of the Atlanta Board of Education or any other local board of education; and (5) Not serve on the governing body of any private K-12 educational institution.
Not later than February 1, 2025 (§ 21-2-131) the Atlanta City Council, by resolution, shall set the qualifying fee for each seat.
The Qualifying period for the November 4, 2025 Election, will be held Monday - Thursday, the 3rd week of August of 2025.
Please note that prior to accepting campaign funds, the State Ethics Commission (formerly known as the Georgia Government and Campaign Finance Commission ) requires that you submit a Declaration of Intent (DOI), or an Exemption Affidavit if you do not intend to spend or receive over $2,500.00.

For your convenience, your DOI form can be completed online with our Electronic filing system, EasyVote Campaign Finance software. Instructions for creating an account are included here.
In addition to the Declaration of Intent form (DOI), there are also Financial and Campaign Disclosure reports that must be completed by candidates annually and in an election year and non-election year. These reports are required by the Ethics in Government Act of the State of Georgia.
Below are samples of the Various Filings Requirements and the Forms:
Declaration of Intent to Accept Campaign Contributions (DOI) – Mandatory, candidate must file DOI, File Form with the Locale Filing Officer (CITY OF ATLANTA, OFFICE OF MUNICIPAL CLERK) before collecting campaign contributions
Campaign Contribution Disclosure Reports (CCDR) – Mandatory, must be filed according to appropriate schedule (see election year, non-election year schedule, File Form with the Locale Filing Officer (CITY OF ATLANTA, OFFICE OF MUNICIPAL CLERK).
Personal Financial Disclosure Statement (PFDS) – Mandatory, must be filed shortly after qualifying as a candidate (within 15 days after qualifying for most candidates, within 7 days after qualifying for candidates for statewide office and annually if an elected official ), File Form with the Locale Filing Officer (CITY OF ATLANTA, OFFICE OF MUNICIPAL CLERK).
PIN application (CCDR and PFDS) –necessary to receive Filer ID, for E-filing CCDRs and PFDS(State Elections), should be filed as early as possible to ensure all CCDRs and PFDS can be filed online, Form Filed DIRECTLY to State Ethics Commission.
Registration of Campaign Committee (RC) Optional, only if candidate wants a campaign committee, Form Filed DIRECTLY to State Ethics Commission.
Choosing the Option of Separate Accounting (COOSA)Optional, only if candidate wants to collect contributions for more than one campaign at a time, Form Filed DIRECTLY to State Ethics Commission.
Two Business Day report of Contributions Received – (TBD) Mandatory, if candidate receives contributions of $1,000.00 or more between date of last CCDR and the date of the election, must report within two days of receipt. Form Filed DIRECTLY with Locale Filing Officer (CITY OF ATLANTA, OFFICE OF MUNICIPAL CLERK).
CAMPAIGN RECORD KEEPING – mandatory, candidate or campaign committee must keep records of all contributions and expenditures.
