Under the City of Atlanta's Consolidated Plan, which covers grant funding received by the City from the U. S. Department of Housing and Urban Development (HUD), citizens are informed of substantive changes to be made to any of the following grant programs: Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG), the HOME Housing Investment Partnership program, and Housing Opportunities for Persons with AIDS (HOPWA). Substantive changes requiring citizen notification include: the addition of new projects; the deletion of approved projects; a change of project location; a change in the project’s scope of work or primary purpose, goal, or objective; and/or a change in the project’s intended beneficiaries.

EXPLANATION OF CHANGE: This notification addresses an amendment to the 2018 Annual Action Plan transferring to and from appropriations in the amount of $2,212,496.96 for the purpose of reprogramming CDBG, for inclusion in the 2018 Annual Action Plan of the 2015-2019 Consolidated Plan.

In order to complete the reprogramming funding from projects are that were changed, completed or not feasible to implement to projects ready for immediate implementation, the following changes are proposed: The proposed changes will be reviewed and presented for comments on June 25 at CD/HS Committee.
