ATLANTA — The Atlanta City Council on Monday approved a resolution requesting that the Mayor renegotiate the “More MARTA” intergovernmental agreement to ensure the roles and responsibilities between MARTA and the City of Atlanta are aligned with current priorities as both entities continue their collaboration on the planning, design, construction, and operations of the expansion and enhancement of the rapid transit system (26-R-3743).

Other items approved by Council include:

• A resolution authorizing approximately $63 million for development of a new Delta Air Lines lounge in Concourse E at Hartsfield Jackson Atlanta International Airport (26-R-3744). This item was sent to the Mayor’s Office post-haste.

• An ordinance authorizing a $22.5 million master lease and other agreements for acquisition of communications equipment for the Atlanta Police Department (26-O-1399). This item was sent to the Mayor’s Office post-haste.

• A resolution requesting that the Fulton County Board of Commissioners identify and commit $200 million toward a partnership with Morehouse School of Medicine to develop and expand hospital and healthcare infrastructure on Atlanta’s southside and westside, and address longstanding healthcare deserts, improve access to emergency and trauma care, advance health equity, and create medical education and workforce opportunities for residents of Atlanta and Fulton County (26-R-3745).

• An ordinance authorizing the acquisition of approximately 2.5 acres of property from the Metropolitan Atlanta Rapid Transit Authority (MARTA), at a cost of approximately $4 million, for construction of an EMS/fire station within the Lindbergh City Center project (26-O-1391).

• A resolution authorizing a $250,000 agreement for the Ashby MARTA LCI study (26-R-3746). This item was sent to the Mayor’s Office post-haste.

• An ordinance authorizing the execution of all documents necessary for the acquisition of 12 parcels of property and easement rights necessary for the Valley of the Hawks Constructed Wetlands Project at a cost of approximately $1.9 million (26-O-1377).

• A resolution to transmit the 2027-31 Capital Improvements Element (CIE), which includes capital improvements that the City intends to fund, in whole or in part, with development impact fees, to the Georgia Department of Community Affairs and the Atlanta Regional Commission in compliance with the requirements of the Georgia Development Impact Fee Act (26-R-3615).

• A resolution to designate Paschal Boulevard, between Martin Luther King, Jr. Drive, SW, and Dr. Thomas W. Cole Way, SW, as “Honorary J.C. Taylor, Sr. Drive” in honor of Bishop James C. Taylor and authorizing installation of appropriate signage. This item was an immediate consideration.

Items introduced for consideration include:

• An ordinance increasing the initial application fee for a license to sell alcoholic beverages from the current amount of $300, which was established in 1977 and no longer covers the costs of investigating and processing an initial alcohol license application. The increase would be phased over three years, rising to $600 in 2027, $900 in 2028, and $1,700 in 2029.

• A resolution authorizing the Mayor to execute certain intergovernmental and other agreements if the City of Atlanta is selected to host the 2028 Democratic National Convention.

• An ordinance authorizing the first renewal of the Unpaved Roads, Phase 1, Group 2 project at a cost of approximately $2.9 million.

• A resolution asking the Atlanta Department of Transportation to conduct a comprehensive inventory of all unimproved, unpaved, dirt, gravel, and rocky roads within Council District 12, evaluate their conditions, identify necessary infrastructure improvements, and provide recommendations.

• A resolution requesting that City offices and departments establish a formal heat safety plan, explore the expansion of cooling center hours and availability across geographic areas, expand constituent outreach and education efforts, and establish a centralized City website with heat safety information.

• A resolution requesting submission of an ongoing quarterly report to the Finance/Executive Committee regarding expenditures from City trust funds, special revenue funds, other special purpose funds and similar restricted funds that are subject to designated spending categories, percentage-based allocations or other legally required expenditure guidelines.

• A resolution seeking to enter into a new intergovernmental agreement (IGA) for joint use of facilities for recreational, athletic and educational purposes, between the City and Atlanta Public Schools.

The City Council presented proclamations and recognitions to the Atlanta History Center’s 100^th anniversary, African Cultural Ambassador Tunde Adetunji, and the 30^th reunion of the Frederick Douglass High School Class of 1996.

About the Atlanta City Council

The Atlanta City Council is the chief policy-making body for the City of Atlanta. It acts by considering and enacting all laws that govern the City. The Council also approves the operating and capital budgets for the City as recommended by the mayor, and it continually monitors revenues and expenditures for local government operations.
