Atlanta City Council Moves Forward on “404 Day” Emergency Study
ATLANTA — The Atlanta City Council on Monday approved a resolution authorizing an emergency study of the annual “404 Day” celebrations by establishing a multi-stakeholder advisory committee charged with assessing the circumstances and consequences of the yearly event, examining such matters as public safety, traffic, permitting, and economic and community impact (26-R-3438).
Other items approved by Council include:
- A resolution requesting a temporary pause on the proposed sale and redevelopment of property on Donald Lee Hollowell Parkway currently under contract for sale to the Atlanta Mission, until a full community impact review is completed on plans to consolidate multiple homeless service facilities into a single campus adjacent to the Atlanta Beltline Westside Trail, Maddox Park and the Bankhead MARTA station (26-R-3430). This item was sent to the Mayor’s Office post-haste.
- An ordinance executing a $500,000 host sponsorship agreement with the Airport Minority Advisory Council (AMAC) to enable Hartsfield-Jackson Atlanta International Airport to host and sponsor the 42nd annual AMAC Airport Business Conference in summer 2027 (26-O-1272). This item was sent to the Mayor’s Office post-haste.
- A resolution establishing a 19-member City of Atlanta Special Event Technical Advisory Group (SETAG) to review and recommend improvements to the special event permitting process at Piedmont Park, which consistently hosts the largest number and variety of outdoor permitted events in the City, as recent and ongoing investments in the surrounding area are expected to increase visitation and demand on the park (26-R-3433).
- An ordinance designating a defined area of Downtown Atlanta as a temporary open container district during the 2026 FIFA World Cup, from June 11 through July 19, 2026, suspending the application of Section 10-8 of the City Code to allow adults 21 and over to consume alcoholic beverages in public within the designated area (26-O-1267).
- An ordinance authorizing the creation of the City of Atlanta Downtown Enterprise Zone effective June 1, 2026, in an area roughly bordered by Marietta Street NW, Peachtree Street SW, Trinity Avenue SW, and Ted Turner Drive / Forsyth Street SW, currently comprising approximately 118 physical addresses with 231 parcels, spanning 28.6 acres with an estimated capital investment of approximately $500 million (26-O-1266).
- A resolution requesting that the Department of City Planning submit the Zoning 2.0 legislation to the Atlanta City Council Zoning Committee by June 30, 2026, the next step in a process begun in 2021 to conduct a comprehensive review leading to adoption of an entirely new zoning ordinance for the first time in 40 years (26-R-3427).
- An ordinance ratifying the City’s submission of an application for $3.6 million Surface Transportation Block Grant Funding from the Georgia Department of Transportation to be used for the Peachtree Safe Street – Midtown Project (26-O-1241).
- An ordinance to rename Adair Park II in Southwest Atlanta to “Beulah Colbert Park” in recognition of Ms. Colbert’s decades of advocacy and significant contributions to the community where she has lived since 1969 (26-O-1255).
- An ordinance to rename Lee Street SW, between West End Avenue SW, Westview Drive SW, and West Whitehall Street, SW as “Judge Thelma Cummings Moore Way” in honor of her distinguished, trailblazing legal career that included becoming the first African American woman appointed to serve full-time on the City Court of Atlanta (26-O-1145).
- An ordinance requesting a mandatory 72-hour, demolition-permit process for structurally distressed properties, eliminating certain administrative barriers, and authorizing voluntary owner demolition (26-O-1253).
- A resolution calling for a 30-day study to assess the feasibility and strategic implementation of expanding and supporting summer camp start-ups within the City of Atlanta, with findings and recommendations to be presented to the Atlanta City Council (26-R-3432).
Items introduced for consideration include:
- A resolution asking that the Chief Financial Officer and Department of Human Resources Commissioner conduct a comprehensive review of all administrative offices and departments not specifically mandated in the City Charter and to provide a financial impact analysis of potential staffing reductions. This item was an immediate consideration.
- A resolution requesting a comprehensive audit of income-based fee scales for all City programs to ensure that such fee structures are fair, consistent, transparent, and aligned with the current economic realities of Atlanta residents.
- A resolution requesting that the Mayor update the summer camp fee schedule based on the sliding scale presented at the Community Development/Human Services Committee meeting and further update the schedule to ensure that any child qualifying for free or reduced lunch can enroll at no cost.
- A resolution authorizing the creation of a study group to review national best practices and provide recommendations for a comprehensive update to the City’s paid family leave policy.
- A resolution urging Fulton County to prioritize hospital investment and funding on the south and west sides of Atlanta, including the Metropolitan area, through collaboration with the City and Morehouse School of Medicine.
- A resolution requesting the installation of dedicated bicycle and motorized vehicle lanes along the Atlanta Beltline to improve pedestrian safety.
- A resolution requesting that the City Auditor’s Office, in coordination with the City Housing Commission, conduct a comprehensive performance and outcomes audit of the City’s Housing Help Center.
- A resolution authorizing the creation of a study group to review national best practices and provide recommendations for a comprehensive update to the City’s paid family leave policy.
The City Council presented proclamations and recognitions for Water Safety Month, Historic Preservation Month, National Transportation Week, and Sonya and Jayla Ceaser.
About the Atlanta City Council
The Atlanta City Council is the chief policy-making body for the City of Atlanta. It acts by considering and enacting all laws that govern the City. The Council also approves the operating and capital budgets for the City as recommended by the mayor, and it continually monitors revenues and expenditures for local government operations. The Atlanta City Council reviews and has final say on many land-use and zoning matters. Major economic development projects for the City also fall under the council’s jurisdiction.
