Atlanta City Council Approves $182M for Future Hartsfield Jackson Projects

ATLANTA — The Atlanta City Council on Monday approved an ordinance adding approximately $182 million to re-establish the Aviation Encumbrance Program Capacity to fund future projects at Hartsfield Jackson Atlanta International Airport (26-O-1185).

Other items approved by Council include:

  • A resolution authorizing a five-year, approximately $33 million special procurement agreement for operation and maintenance of the Plane Train Automated Guideway Transit System at Hartsfield Jackson Atlanta International Airport (26-R-3308).
  • An ordinance authorizing execution of a $21 million amendment on behalf of the Department of Watershed Management to support critical program management services necessary to advance infrastructure modernization initiatives, regulatory compliance activities, and other operational priorities (26-O-1186). This item was sent to the Mayor’s Office post haste.
  • An ordinance creating a limited exemption from the prohibition on public consumption of alcoholic beverages within a defined area designated as the South Downtown Entertainment District (26-O-1085).
  • A resolution to donate $750,000 to the Community Foundation for Greater Atlanta in support of community-based capital programs which support eligible Mayor’s Office of Cultural Affairs identified projects and entities within Atlanta (26-R-3299). This item was sent to the Mayor’s Office post haste.
  • An ordinance to broaden location and duration parameters for signage within the SPI-1 Zoning District, specifically a Public Entertainment District, and related large-scale entertainment events (26-O-1004).
  • A resolution authorizing a five-year, $1.5 million special procurement agreement to fund payroll and employment services for the City (26-R-3309).
  • An ordinance authorizing an approximately $1.2 million change order to the Project Partnership Agreement with the U.S. Army Corps of Engineers for the R.M. Clayton Levee Improvements Project- Bolton Road Segment (Phase II) (26-O-1159).
  • An ordinance amending the FY 2026 Water and Wastewater Renewal and Extension Fund Budget by approximately $1.2 million for the R.M. Clayton Levee Improvements Project- Bolton Road Segment (Phase II) (26-O-1010).
  • A resolution to execute an approximately $1.1 million, five-year agreement for a traffic signal enhancement program (26-R-3255).
  • An ordinance authorizing acceptance of approximately $1.1 million in grant funding from the Georgia Department of Transportation to provide preliminary engineering for the Lenox Road Corridor Trail and safety improvements from Phipps Boulevard to Piedmont Road (26-O-1182).
  • A resolution authorizing the execution of a project framework agreement with the Georgia Department of Transportation and a project management agreement with the Buckhead Community Improvement District for the Lenox Road Corridor Trail and Safety Improvements from Phipps Boulevard to Piedmont Road (26-R-3235).
  • An ordinance leasing approximately 3 acres, currently part of Rodney Cook, Sr. Park on Vine Street, to the Andrew J. Young Foundation, which will use the property for administration, programming and operation of the Andrew Young International Institute for Peace and Reconciliation, including constructing improvements on the property (26-O-1179).
  • A resolution to donate $325,000 to Gateway Center to support coordinated shelter and supportive services for individuals experiencing chronic homelessness in the City (26-R-3303).
  • A resolution to establish a partnership with the nonprofit “Funk Not Fight Foundation,” established by musician and cultural icon Bootsy Collins, which promotes peace, creativity, and youth empowerment through music, arts education, mentorship, and anti-violence programming (26-R-3306).
  • An ordinance to adopt a parking fee study and associated fees for on-street metered parking (26-O-1079).
  • A resolution to establish a partnership between the City of Atlanta District 12 office, Atlanta Public Schools and key housing and development partners to ensure that data informing school closures and enrollment decisions are accurate, current, and alighted with projected housing development within District 12 (26-R-3301).

Items introduced for consideration include:

  • An ordinance declaring a certain area of Downtown Atlanta as a temporary “public entertainment district” during FIFA World Cup 26, June 11 to July 29, 2026. The measure would prohibit distribution of commercial products, prohibit cruising, and create a limited exemption from the prohibition on public consumption of alcohol beverages within the defined area.
  • A resolution on behalf of the Atlanta Police Department executing a three-year, approximately $4.7 million agreement for security and protective equipment in anticipation of significant visitors and increased security demands associated with the 2026 FIFA World Cup.
  • A resolution on behalf of the Atlanta Police Department for a three-year, $700,000 agreement for physical access control systems to protect pedestrians and vehicles from the anticipated increase in traffic in conjunction with the 2026 FIFA World Cup.
  • A resolution providing for a two-year, $5 million agreement on behalf of the Atlanta Police Department for equipment necessary to ensure reliable, interoperable communications among APD personnel and partnering agencies during the 2026 FIFA World Cup.
  • A resolution to exercise the second renewal option for external financial audit services for a one-year term at a cost of approximately $1.5 million.
  • A resolution declaring the Atlanta City Council’s opposition to the acquisition, renovation, expansion and operation of warehouses or other facilities with the City for Immigration and Customs Enforcement (ICE) detention facilities.
  • A resolution establishing procedures for the City of Atlanta and the Atlanta Police Department regarding documentation, accountability, and public transparency in connection with federal immigration enforcement activities occurring with the City.
  • An ordinance to donate $12,000 to Propel Atlanta, to support the replacement of bicycles and equipment for their youth cycling education program “Shifting Gears” that was stolen from CA Scott Recreation Center.

The City Council presented proclamations and recognitions Rev. Arthur Carson, Jr. and the C.T. Martin Exhibit.

About the Atlanta City Council

The Atlanta City Council is the chief policy-making body for the City of Atlanta. It acts by considering and enacting all laws that govern the City. The Council also approves the operating and capital budgets for the City as recommended by the mayor, and it continually monitors revenues and expenditures for local government operations.
