Atlanta City Council Appoints Carden Wyckoff to Fill Vacant District 2 Council Seat
ATLANTA—The Atlanta City Council has appointed Carden Wyckoff to fill the vacant District 2 City Council seat created when Amir Farokhi stepped down in July to become head of school for the Galloway School. Wyckoff has served as chairwoman for the City of Atlanta Accessibility and Inclusion Task Force and a member of the MARTA Riders Advisory Committee and MARTA Army Board of Directors. She will fill the remaining 104 days left in the term and will assume Farokhi’s positions on the Transportation and Zoning committees, and the Committee on Council.
Other items approved by Council include:
- A resolution executing a $6 million project management agreement with the nonprofit Path Foundation, Inc. for the Peachtree Creek Greenway project (25-R-3854).
- An ordinance updating the City Occupation Tax to reflect new laws and procedures, improve customer service standards, increase operational efficiencies, levy a more appropriate Occupation Tax, and better reflect the City’s costs for issuance of Occupation Tax Certificates (25-O-1417).
- A resolution executing a $755,000 project management agreement with the Atlanta Downtown Improvement District for the Edgewood Avenue Safe Streets project (25-R-3851).
- An ordinance providing a $50,000 donation to the nonprofit Neighbor in Need in support of emergency home repairs for legacy residents in the East Lake, Kirkwood and Edgewood communities (25-R-3844).
Items introduced for consideration include:
- An ordinance authorizing an agreement to add approximately $4.7 million for continued construction of the Cascade Road Complete Street project, including streetscape and signal installation.
- A resolution approving a three-year, $2.5 million agreement to provide telehealth kiosks to enhance the availability of healthcare services for City employees. The fully integrated, portable health hubs include live video consultations with licensed medical professionals, real-time diagnostic capabilities, prescription dispensing functionality, and HIPAA-compliant privacy features.
- An ordinance ratifying Mayor Andre Dicken’s Executive Order directing that City officials accept no new applications for permits related to outdoor vending on public or private properties, permits for activities which may impede the right of way or require closures, and permits authorizing the conduct of large gatherings and outdoor festivals within the FIFA Activation Zone around Mercede-Benz Stadium from June 13 to July 19, 2026.
- A resolution authorizing an intergovernmental agreement (IGA) between the City of Atlanta and Georgia State University for the operation of the City’s community access media, including Channel 24, digital channels and other education programs for three years, to be paid for by the City at a cost of $590,000 for the first year and $500,000 for the remaining two years, as well as a one-time payment of 40 percent of the City’s Public, Educational, and Governmental (PEG) funds due under its cable franchise agreement.
- An ordinance establishing the Community Access Media Board to provide oversight, guidance, and public accountability for the City’s community media services, while establishing the Mayor’s Office of Communications will serve as liaison to the board.
- A resolution designating the Utoy Creek watershed lying within the City of Atlanta as the Utoy Creek Urban Forest and designating all City-owned property within the Utoy Creek Urban Forest boundary as the Utoy Creek Urban Forest Natural Area.
- A resolution authorizing the City to apply for and accept a grant from the Georgia Department of Natural Resources’ Georgia Outdoor Stewardship Program in an amount ranging from $1 million to $3 million, to be used to fund the opening and improvement of Falling Water Park.
- A resolution to donate $250,000 to the Atlanta Regional Collaborative for Health Improvement (ARCHI) to support emergency home repairs for legacy residents in order to help prevent displacement.
- A resolution appointing 12 members to serve on the City of Atlanta Reparations Study Commission.
- An ordinance providing a special-use permit to L.E.A.D., a nonprofit organization dedicated to advancing equity and well-being through youth sports, for a community center to be located at the intersection of Donald Lee Hollowell Parkway and Grand Avenue.
The City Council presented proclamations and recognitions to Dr. Henry J. Porter, Rev. Willie Clyde, the Keep America Beautiful Council, and the Buckhead Council of Neighborhoods.
About the Atlanta City Council
The Atlanta City Council is the chief policy-making body for the City of Atlanta. It acts by considering and enacting all laws that govern the City. The Council also approves the operating and capital budgets for the City as recommended by the mayor, and it continually monitors revenues and expenditures for local government operations.
