Councilman Martin is serving his fourth term as the District 10 city representative and has won praise for his efforts to revitalize neighborhoods.

He is an Atlanta native and received his bachelor's degree from Shaw University in Raleigh, N.C., and his master's in Social Work from Atlanta University.

During his first term, Councilman Martin led the effort to spur retail development in his area. The Martin Luther King Jr. Drive Merchants Association still serves as a catalyst for much of the growth and development in the area.

He has been instrumental in bringing $58 million in federal funding to upgrading traffic signal systems in the city. Mr. Martin also has a long history of serving the elderly and youth, with a special focus on secondary school children.

The councilman assists in public school activities and he helped start the Mobile Youth Resources Center. He was also instrumental in starting Youthfest. For more than 20 years Mr. Martin has served the National Scholarship Service for Negro Students (NSSFNS), influencing college minority recruitment policy nationwide. He received a presidential appointment to the White House of Domestic Affairs in 1972. Mr. Martin is a Leadership Atlanta graduate and has affiliations with numerous service organizations.
